Anne Müller is a partner at Leinemann Partner Rechtsanwälte mbB in Berlin and an expert in public procurement law, as well as construction and architectural law. Since April 2021, she has been advising public contracting authorities and companies on complex procurement procedures and projects in the construction, infrastructure, IT and healthcare sectors. She has been a partner at the firm since January 2026.Her work involves the legally compliant structuring, preparation and execution of public tenders, as well as representing clients before public procurement tribunals and regional courts. Drawing on her extensive experience, she provides practical, solution-oriented and cost-effective advice on all matters relating to public procurement and tendering procedures.
After studying law at the University of Leipzig (specialising in environmental, construction and commercial law), Anne Müller worked in various roles in Berlin and Munich during her legal training at the Berlin Court of Appeal. She began her legal career as a legal and notarial assistant, which gave her a deep understanding of day-to-day practice.
As an experienced speaker and lecturer in public procurement law, she regularly delivers training courses for specialist solicitors and speaks at prestigious conferences such as the European Police Congress and the Berlin Fire Safety Conference.
Anne Müller is also the author of numerous specialist publications on public procurement and construction law, including:

She is also a co-author of the Beck'schen Kurzkommentars on the VgV and UVgO (2024) and is an active member of the German Women Lawyers’ Association (Deutscher Juristinnenbund).
